Rules and Bylaws

(0) Special Rules for 2007

(1) Board of Directors

Brian Killough, Commissioner, 47047, Brian.D.Killough@nasa.gov
Mark Frye, Asst. Commissioner, 44102, m.w.frye@larc.nasa.gov
James Florance, Treasurer, 41918, j.f.florance@larc.nasa.gov

(2) Team Fee

The Team fee will be determined at the start of the season by the league commissioner.  It is approximately $400 each year.  Fees cover the cost of two officials for each game, equipment (scoring books, nets, ball) and prizes for the tournament winners in each league.

(3) Rules of Conduct

Flagrant or "intentional" fouls will not be tolerated.  Two technical fouls in a game will cause the offending player to be ejected. Flagrant fouls at any time will also be grounds for ejection of a player. Any player ejected from a game must leave the building immediately and must remain out of sight and hearing during the remainder of the game or the game may be declared a forfeit. Any player ejected from a game (due to two technical fouls or an ejection from a single flagrant foul) will be suspended for the next game.  Players involved in a fight, contributing to a fight, or threatening violence will be suspended for the remainder of the season.

Any act of violence or threat toward any official by any player will result in the player's removal from the game and suspension for the remainder of the season. The commissioner will have sole authority for the determination of suspensions. No protests will be allowed.

Profanity will not be tolerated. The first offense will result in a 2-shot technical foul. The second offense will result in a 2-shot technical foul plus removal of the player from the game.

(4) Uniform Requirements

Each player on the team must have the same color jersey with a number. Only 1 blank shirt will be allowed per team. Officials will determine the acceptability of shirts.
Extra "NASA" jerseys are available for use by any team and are located in the equipment area.

(5) Special Rules / Exceptions to High School Rules

Official high school basketball rules will prevail except where superseded by the following NASA Basketball Association rules:

(6) Eligibility

NASA Civil Servants, in-house contractors, in-house students, other in-house NASA representatives and their spouses and dependents (age 18 or more) are eligible to play in the NASA Basketball Association. Players must possess a permanant or long-term badge (not temporary) to be eligible to play. Each player must have an LAA waiver on file at the LAA office indicating participation in the NASA Basketball League before participating in any games.  If a player is found to be ineligible (which includes not having a LAA waiver on file at the LAA office), the team will forfeit all games to that point.

(7) Game Time

Teams must be ready to play by the scheduled starting time for the first game of any session or they will forfeit the game. THERE IS NO GRACE PERIOD. Subsequent games will start at the scheduled time except that a minimum of 5 minutes will separate each game. No game shall begin before the scheduled time unless agreed to by both team managers. A team must have 4 players to start a game and 2 players to continue.  If a team forfeits for lack of players, the teams may play an exhibition game if they so choose, but officials are not obligated to call the game and the score shall not be recorded in the book.

(8) Scorekeepers

The schedule shows when teams will play and when teams will supply scorekeepers. Each team manager is responsible for ensuring the scorekeepers are present and punctual. Any team failing to provide scorekeepers or delaying the game by arriving late to keep score will be penalized as follows:

In the event a game is delayed because of a late scorekeeper or the scorekeeper fails to show, the managers of the teams playing are responsible for notifying the commissioner of the offense. Scorekeepers should sign the score book to eliminate any questions about attendance.

(9) Players Transfers

Any player can transfer from one team to another team in a different league. Transfers within a league are not permitted. The transfer must be made prior to the beginning of the second game played by the team losing the player. The player transferring should notify both team managers involved and the commissioner about the transfer.

(10) Basketball Court

The scorekeepers and the team managers are responsible for policing the court. Only the playing team's members and referees are allowed on the court during warm-ups, time-outs, half-time, and game-time. Please supervise all children which are present so that no one will be injured.

(11) Tournament Tie-Breaker Rules

All teams in each league will advance to the year-end tournament. Tournament seeding will be determined by the following criteria (in order):
